From ConOps into legal and pre-bid, one division at a time.

H₂O Innovation runs water treatment and infrastructure across several divisions. Proposal and contract work sat with a few power users, and every new solicitation restarted the same slow read. We embedded through standing office hours rather than delivering and leaving.

The challenge

Proposal and contract work sat with a few power users across Contract Operations (ConOps), legal, and engineering. Spec packs ran to hundreds of pages, commercial guidelines lived in people's heads, and every new RFP restarted the same slow read.

  • Pre-bid spec packs ran from 300 to 700 pages, and someone had to read all of it before a bid decision.
  • Commercial guidelines were held by individuals rather than written down anywhere a team could run.
  • Divisions ran their own processes, so nothing built in one place carried to another.
  • The people who could do this work fastest were the ones with the least time to spare.

Spec packs of several hundred pages and commercial guidelines held by individuals moved into one searchable place, with SharePoint left as the system of record. A response is checked against the commercial guidelines and comes back with redlines marked for a human to adjust.

A commercial risk-review Skill

Their legal team authored it with us, so guidelines that had lived in a few people's heads became something the rest of the business could run. It marks redlines for a human to adjust rather than deciding anything on its own.

WTS pre-bid

The third division brought the hardest input: pre-bid specs running to several hundred pages. SharePoint stayed the system of record throughout, so nothing had to move for any of this to work.

The outcome

Each division was won on what the last one had already shipped. The mandate driving it, getting proposals out cleaner and faster, now runs as Skills the whole organisation can use rather than as a few people's expertise.
